Dk. Shein aliyatizamia yaliyojiri Zanzibar!!

Hatimaye Rais wa Serikali ya Mapinduzi ya Zanzibar ambaye pia ni mwenyekiti wa Baraza la Mapinduzi visiwani humo, Dk. Ally Mohamed Shein, amefunguka kuhusiana na vurugu zilizozuka na kudumu visiwani humo kwa siku tatu tokea Jumamosi hadi Jumatatu ya wiki hii.

Rais Shein, amefanya hivyo mchana wa leo mbele ya waandishi wa habari aliokuwa amewaita sanjari na Mawaziri wake wote, ikiwa ni sehemu ya utaratibu wake wa kukutana nao kila baada ya miezi mitatu, ambapo katika mkutano huo, mbali ya Dk. Shein kuchimba mkwara juu ya mtu yeyote anayedhamiria kuvunja amani na utulivu wa visiwani humo, ametoa kauli ambayo binafsi imenichanganya.

Akiongelea tukio hilo, Dk Shein amenukuliwa mahali akitamka maneno “…..hautukuyatarajia, lakini tuliyatizamia…”, maneno ambayo binafsi yameniongezea swali jingine mbali ya lile la awali nililokuwa najiuliza.

Awali, nilikuwa najiuliza, ni kwanini mtawala mkuu kabisa katika visiwa hivyo alikaa kimya kwa siku zote tatu wakati vurugu hizo zikiendelea, ambapo hata vyombo vya habari havikuwahi kumuonyesha akiwa anafuatilia kwa ukaribu suala hilo?

Lakini sasa, kauli ya leo, ndio imezidi kunichanganya zaidi kwani imenifanya nijiulize ni nini hasa anachomaanisha anaposema hawakuyatarajia lakini waliyatizamia?

You would expect a woman whose all life has been a struggle—bearing 12 children, watching her country thrown up into turmoil and her man die before finally running away to stay in a refugee camp—to look gawky, tired, and helpless.

But Halima Ali Ainte is no such woman. Being Uganda’s Refugee Woman of the Year, she looks very alive.

With a veil over her head, Somali-born refugee looks you straight in the eyes. And when she speaks, her voice is firm. She’s not afraid. Maybe she’s been through a lot to be scared anymore as if living by the saying, ‘what doesn’t kill you makes you stronger’.

Ainte entered Uganda as a refugee from Mogadishu, Somalia in 2006. She enrolled at the Nakivale refugee camp in Rwampara, Isingiro, western Uganda. Soon, she would be that woman to mother-chaperon other refugees.

Siyo lazima kiongozi wa benki hiyo awe Mjerumani na hivyo moja kwa moja kuweza kuwa mshirika muhimu wa mazungumzo na serikali ya Ujerumani. Dhima hiyo ilitimizwa na viongozi waliotangulia Hermann-Josef Abs,Alfred Herrhausen na Josef Ackermann ambaye ni Mswisi. 

Kansela wa Ujerumani Angela Merkel hata alifikia hatua ya kuandaa tafrija kwa heshima ya bwana Ackermann aliekuwa anatimiza umri wa miaka 60 japo hafla hiyo haikupita bila ya utata.

Today Egypt’s controversial three-decade-long emergency law expires amid speculations on the possibility of another extension and concerns about the stance of the Islamist-dominated parliament.

According to observers, the Muslim Brotherhood and its political wing the Freedom and Justice Party will be subject to harsh criticism in case the parliament proposes an extension to the law, especially in the light of the remarkable drop in the group’s popularity following the performance of its members in the lower house of parliament, the People’s Assembly.

The stance of Brotherhood presidential candidate Mohammed Mursi in case he wins the elections was also brought into question. Mursi’s campaign was quick to respond and stress that in case Mursi becomes president, he will never seek an extension for the emergency law.

EA cautioned over resources

Discoveries of uranium, oil and gas in East Africa could destabilize the region unless member states have in place meaningful plans on how to utilize and protect the resources from falling into wrong hands.

Some experts have warned that ineffective monitoring of mining and other resource operations could render them a curse for most African countries.

This was among the observations of a panel of experts who were discussing ‘Opportunities for job creation and greater economy growth,’ during the ongoing African Development Bank (AfDB) series of meetings taking place here.

The experts also noted that it was high time African countries refrained from leasing out such resources to foreign companies if the stability in the region was to be sustained.

“As long as they do not expire, the natural gas, uranium and oil deposits should not be tapped in haste until, Tanzania, Uganda and Kenya where these resources are being discovered are ready and have trained their youth populations to work or invest in the minerals,” stated Dr Semboja Haji Hatibu of the University of Dar-es-Salaam.

The two sons of Egypt's ousted President Hosni Mubarak will face charges in a criminal court of alleged stock market manipulation, state television reported on Wednesday, three days before a court was due to issue a verdict in a separate trial for their role in alleged corruption.

The official Nile Television reported that Alaa and Gamal Mubarak will go on trial in a criminal court with seven other defendants. They and their father are facing a verdict on June 2 on corruption charges in the first trial.

The ex-president, who was toppled in an early 2011 revolt, also faces murder charges with seven security commanders for killings of protesters during the 18-day uprising that ended his 30-decade rule.

The official MENA news agency reported that the charges stem from the sale the Al Watany Bank of Egypt, without providing further details.

Gamal, 48, headed a powerful policy committee in the ruling party under his father and was widely seen as the heir apparent, a perception that helped fuel the uprising.

Sudan, South Sudan start first talks since conflict

ADDIS ABABA — Top negotiators for Sudan and South Sudan have held their first talks since deadly border fighting last month took them to the brink of war, even as Juba accused Khartoum of fresh air strikes.

Southern President Salva Kiir said ahead of the Tuesday talks that “amicable dialogue on the outstanding issues with Khartoum is the only option for peace.”

The UN Security Council earlier this month ordered both sides to cease fighting and return to talks or face possible sanctions.

Regulators meet in Burundi to ease communications

Communications regulators from the East African Community (EAC) making up the East African Communications Organization (EACO) on Monday began a five-day congress to look at ways of easing communications and radio development in the EAC bloc.

Speaking at the official launch of the congress, Burundian Communication and Telecommunications Minister Concilie Nibigira said the communications sector still faces challenges. “Challenges still hampering the effectiveness of the broadband include international traffic regulations whereby tariffs have not yet been negotiated,” Nibigira told congress persons from the five EAC countries including Burundi, Kenya, Rwanda, Tanzania and Uganda.

The Burundian minister expressed her hope that those challenges would be discussed during the congress. She pledged Burundi is doing all it can to make “dynamic” the sector of communications through moving from the analog system to the digital system. Nibigira also said the installation of the submarine cable delayed because Burundi does not have access to the sea, but stressed the east African nation is doing its best to get connected to it before the end of this year.

“Uchunguzi wa kina ufanyike na waliohusika wachukuliwe hatua za kisheria bila uonevu wala upendeleo” Alisema Bimani katika taarifa yake hiyo ambayo pia alisema kwamba ni lazima kwa wakati huu na kwa haraka iwezekanavyo, Serikali izungumze na Mashekhe bila ya kuona muhali na kwa uwazi kabisa ili kutafuta suluhu ya kudumu kwa faida ya nchi.

DKT. BILAL AKUTANA NA WAZIRI WA MAENDELEO WA FINLAND NA UJUMBE WAKE IKULU DAR ES SALAAM

Makamu wa Rais wa Jamhuri ya Muungano wa Tanzania Dkt. Mohammed Gharib Bilal amekutana na Waziri wa Maendeleo wa Finland Mheshimiwa Deidi Hautala ambapo wamezungumzia masuala mbalimbali kuhusu ushirikiano na maendeleo wa nchi hizi mbili.

Katika mazungumzo hayo Dk. Bilal alimweleza Waziri huyo hatua zinazochukuliwa na serikali ya Awamu ya Nne katika kufikia dira ya Taifa ya maendeleo 2025 ikiwa ni pamoja na kutekeleza kauli mbiu ya kilimo kwanza na kuhakikisha kila mtoto anapata elimu.

Alisema katika kutekeleza kilimo kwanza, serikali inafanya jitihada ya kuhakikisha maafisa ugani wa kutosha wanapatikana ili kusaidia wakulima vijijini kujua mbinu bora za kilimo cha kisasa na namna zitakavyowawezesha kuzalisha kwa tija.

“Hata hivyo, tunajaribu kuongea na taasisi za fedha waweze kuwasaidia wakulima kwa kuwapatia mikopo kwa ajili ya kuendeleza shughuli zao,” alisema na kuongeza

“Tuna tatizo la soko kwani vijiji vingi havijaunganishwa na barabara, bado tunawapa msaada wa kutosha kuhakikisha mazao yao yanafika sokoni. Tunaamini kupitia kilimo kwanza tutawawezesha wakulima wetu kutoka kwenye kilimo cha mashamba madogo na kwenda kwenye mashamba makubwa ya biashara.”

Businesses demand EALA seat

The East African Business Council (EABC) has tasked its affiliated federations in the five EAC partner states to petition their Speakers of Parliament over representation in the East African Legislative Assembly (EALA).

According to the EABC Chairman Gerald Ssendaula, chances for the EABC to be represented in the upcoming EALA seem to be fading fast with all seats only going to political parties and special interest groups.

“Although opportunities for us to get there seem to be slim now, we shall continue to pursue our right, by requesting that the EAC treaty be amended to accommodate our demands – businesses need to be represented in EALA,” Ssendaula said yesterday.

However, when contacted, the Chief Executive Officer of the Private
Sector Federation (PSF), Hannington Namara, said that he was not aware of the move. But he said the Federation would happily push for an EALA seat.

Zitto ambaye pia ni Naibu Kiongozi wa Kambi ya Upinzani bungeni, aliyasema hayo jijini Washington alipokuwa akizindua tawi la Chadema nchini humo.

Alisema lengo la matawi hayo ni kupata fikra na mawazo yatakayoisaidia nchi na sio sehemu ya kufanya majungu ya kudanganya viongozi wakuu wa nchi wanaokwenda nchini humo.

“Matawi ya Chadema Washington DC sio kama ya CCM ambayo yakikaa yanawaza rais au waziri mkuu akija wamdanganye nini, wapeleke umbea gani au ‘kuchomana’ Watanzania wenyewe kwa wenyewe…hatutaki hayo; tunataka yawe kisima cha fikra na mawazo ya kuiendeleza nchi,” alisema.

Katika uzinduzi huo, Watanzania kadhaa waishio Marekani walichukua kadi za Chadema.

Naibu katibu mkuu wa chadema Zitto Kabwe akiwa na Mwenyekiti wa Chadema Washington DC Kalley Pandukizi.

Uganda to facilitate refugee repatriation

The Ugandan Government will continue sensitising Rwandan refugees who remain in the country to ensure that they voluntarily repatriate, according to an official.

John Paul Magezi, the head of the Refugee Protection Unit in the Ugandan Prime Minister’s Office, said more efforts were still required to extend the sensitization to all camps harbouring Rwandan refugees.

Magezi was in the country accompanying a group of 10 Rwandan refugees who are on “Come and See, Go and Tell” tour.

The campaign involves facilitating refugees representing others, to come to Rwanda, witness the situation firsthand before going back to tell the rest what they have seen.

This current group from Uganda comprises refugees from Kyaka II settlement in Kyegegwa district in western part of Uganda where more than 1,227 Rwandans are sheltered.

“We have been sensitising these refugees on voluntary repatriation and my government is committed to provide support to make sure that voluntary repatriation succeeds,” Magezi said.

America remembers its fallen: President to honor veterans as Memorial Day ceremonies are held across the U.S.

President Barack Obama today paid tribute to the nation's fallen warriors during a moving ceremony at Arlington National Cemetery as America remembered its veterans through Memorial Day services throughout the country.

The president is participated in a wreath-laying ceremony at the Tomb of the Unknowns at Arlington National Cemetery near Washington, and is expected to marking the 50th anniversary of the Vietnam War at the Vietnam Veterans Memorial.

Mr Obama said during the Arlington service that 'for the first time in nine year our troops are not fighting and dying in Iraq' and that the war in Afghanistan is 'winding down'.

Standing in front of a crowd of members of the military and the families of veterans who died in various wars, the President acknowledged that the pain caused by war was felt by the families of fallen soldiers 'long after the guns have fallen silent'. In that vein, he said that mourners can be seen daily at Arlington National Cemetery daily, not just on Memorial Day.

Mr Obama spoke to an audience gathered under a brilliant sun, saying 'these 600 acres are home to Americans from every part of the country who gave their lives in every part of the globe.'

'The Vietnam generation- my generation- is greying,' Mr Panetta said.

'Far too many Vietnam veterans their recognition came to late,' he said, referring to a number of posthumously-honored veterans. President Obama then took the podium, touching on the conflicting ideas that surround the Vietnam War.

'It speaks to the complexity of the war in Vietnam that even now historians cannot agree precisely when the war began,' he said. The consensus seems to be 1962, however, and those who returned home after the conflict faced mixed reactions.'You were often blamed for a war that you didn’t start, when you should have been commended for your valour,' Mr Obama said.

SECURITY COUNCIL PRESS STATEMENT ON SYRIA

The members of the Security Council condemned in the strongest possible terms the killings, confirmed by United Nations observers, of dozens of men, women and children and the wounding of hundreds more in the village of El-Houleh, near Homs, in attacks that involved a series of government artillery and tank shellings on a residential neighbourhood. 

The members of the Security Council also condemned the killing of civilians by shooting at close range and by severe physical abuse. The members of the Security Council extended their profound sympathies and sincere condolences to the families of the victims, and underscored their grave concern about the situation of civilians in Syria.

Such outrageous use of force against civilian population constitutes a violation of applicable international law and of the commitments of the Syrian Government under United Nations Security Council Resolutions 2042 and 2043 to cease violence in all its forms, including the cessation of use of heavy weapons in population centres. The members of the Security Council reiterated that all violence in all its forms by all parties must cease. 

Those responsible for acts of violence must be held accountable. The members of the Security Council requested the Secretary-General, with the involvement of UNSMIS, to continue to investigate these attacks and report the findings to the Security Council.

JK opens historic AfDB meeting in Arusha today

President Jakaya Kikwete is today set to officially open a five-day historic annual African Development Bank (AfDB) meeting here, which will be attended by ten Heads of State from African and European countries.

Ngosha Magonya who is the Commissioner of External Finance in the Treasury said the meeting will also bring on board 80 bank’s governors, more than 3,000 bankers and financial experts from across the world.

“This will be an important meeting to our nation and Arusha in particular, as it will explore a number of business opportunities for Tanzania’s small and medium enterprises,” he said.

Magonya said that some entrepreneurs will also benefit from the large number of people who will gather in Arusha as they will get time to go for shopping.

The official said the AfDB annual meetings will be held under theme: “Africa and the Emerging Global Landscape: Challenges and Opportunities”.

The Minister for Land, Housing and Urban Settlements, Prof Anna Tibaijuka, told the ‘Daily News’ over the phone at the weekend that the new arrangement is in the offing and will be detailed to make sure that land resources are utilized properly and investments made.

She said that the authority will also be responsible for ensuring that people evicted from their land to give way to investments or government uses will be handsomely compensated, according to world standards unlike the present situation.

“We are also set to introduce new resettlement schemes where land bearers moving out their areas to give way to public uses will be compensated at world standard levels. This will prompt land owners to release their land readily when the land is needed — instead of being forced to do so,” she said.
